2.  தேசத்தின் பாவத்தினிமித்தம் அதின் அதிகாரிகள் அநேகராயிருக்கிறார்கள்; புத்தியும் அறிவுமுள்ள மனுஷனாலோ அதின் நற்சீர் நீடித்திருக்கும்.
